Head Of Department
He is the highest manager, representative, expenditure and tender authority of the Construction and Technical Department. It prepares the budget of the department within the framework of the strategic plan and submits it to the Rectorate. It has the duties and powers of general management, supervision, division of labor, establishing a working order, training and providing in-service training on all officials working in the department. It carries out these duties and authorities in line with the general management principles and in accordance with the provisions of this directive.
DUTIES
- To spend the appropriations foreseen in the budget in the amount of the appropriation allocated to him with the appropriation sending document. Ensuring and observing the effective and efficient use of appropriations, ensuring that the expenditure instructions comply with the budget, principles and principles, laws, regulations and other legislation,
- To ensure that the works are carried out within the framework of the general provisions in Article 8 of the Public Works Control Regulation,
- Ensuring that the works given to him by the management and supervision are carried out in a good way in accordance with the contract and its annexes, specifications, science and art rules and in accordance with the work schedule, and to follow the results,
- To ensure that the plans, projects, reports, letters, minutes, books and other documents required for the execution of the works to be prepared by the affiliated units of the Construction Works and Technical Department are prepared in a timely and duly manner, and to sign these documents,
- To ensure that the staff of the Construction Affairs and Technical Department consists of specialized technical personnel. To ensure that the existing personnel receive the necessary training to specialize in their field and participate in the courses,
- To inform the senior management, to make opinions and suggestions, as a decision-support element when necessary, on matters falling within its scope of duty.
- To follow the functioning of internal control regarding administrative and financial decisions and transactions within the framework of its duties and jurisdictions,
- To enforce the provisions of the "Occupational Health Law" numbered 6331 in the workplaces of the Construction and Technical Department,
- To carry out other work and transactions given by the superiors to whom he is attached and the top manager.
